Liveaboard minimum age and under 18 solo travel rules

Can a person under 18 go alone on a scuba diving liveaboard? Based on checked operator policies, the safe answer is no for standard bookings. A minor may be old enough to dive, but that does not mean they can travel, book, share a cabin or stay on an overnight boat without an adult responsible for them.

Operators used different minimum ages for children, but the under 18 rule was consistent in the sources checked: a parent, guardian or adult responsible person had to be on board. Some policies also required the minor to share a cabin with a parent or adult family member.
Minimum diving age is not the same as liveaboard travel age
This is where many divers get confused. A junior scuba card can be valid, but it is not a permission slip for independent travel. Training agencies set age, depth and buddy limits for diving. Liveaboard operators set booking, cabin, supervision, insurance and behaviour rules for the boat.
PADI lists Junior Open Water Diver from age 10. PADI also states that 10 and 11 year old junior divers must dive with a PADI Professional or certified parent or guardian, and are limited to 12 metres. PADI lists 12 to 14 year old junior divers as diving with a certified adult, with an 18 metre limit. PADI adult Open Water Diver starts at 15. SDI also lists Junior Open Water for ages 10-14 with parental consent and direct supervision by a parent, guardian or active dive professional until age 15.
That means a 15, 16 or 17 year old may have an adult certification level in some agencies, or a higher junior rating. The liveaboard can still require an adult on board because the guest is legally under 18.
What checked operator policies say
The exact minimum age varies. The supervision requirement for minors is the part that matters for solo travel. These are checked examples from liveaboard operators and liveaboard booking terms available publicly at the time this article was prepared.

Can a 16 or 17 year old go alone if parents sign a form?
Do not assume that written permission is enough for an overnight liveaboard. In the checked overnight policies, written consent did not replace the adult on board requirement. Reef Encounter makes a clear difference between day trips and overnight trips. Their terms allow a 16 or 17 year old on a day trip with prior written parental consent and signed liability forms, but their overnight rule says under 18 guests must be accompanied by a parent or guardian.
This matters because a liveaboard is not a normal day boat. The guest sleeps on board, shares confined spaces, follows boat safety rules, moves around wet decks, uses tenders, signs waivers and may be days away from normal shore support. Operators do not only look at whether the minor can dive.
What counts as an adult responsible person?
Some operators use the words parent or guardian. Some refer to an accompanying adult, adult family member, adult party leader or adult responsible for supervision. Do not guess from wording. Ask the operator in writing before booking and give the exact age of the minor.
If the adult is not the legal parent or guardian, ask whether the operator accepts that adult for the booking, cabin and diving supervision. Also ask what consent forms, passports, medical forms, travel insurance and diving insurance are required.
Cabins and shared rooms are part of the rule
Solo travel on a liveaboard often means sharing a twin cabin with another same gender guest or paying a single supplement. For minors, cabin rules can block solo travel even before diving rules are discussed.
Aggressor says under 18 guests must share a room with a parent or immediate adult family member. Scuba Junkie Liveaboards says children under 18 cannot stay in a triple share cabin without at least one parent or guardian if sharing with non-family members or friends of family. Explorer Ventures says children share with parents or double share with an adult.
That is why the booking question is not only, “Is the diver certified?” It is also, “Who is responsible for the minor on board, and where will the minor sleep?”
Junior divers may have fewer dives on the same trip
Even when a minor is allowed on board with an adult, they may not be allowed to do every dive. Master Liveaboards lists a maximum of two dives per day for junior divers and says junior divers must not take part in overhead environments, mandatory negative entries, decompression dives, planned staged dives, dives requiring advanced propulsion or emergency drills, or solo and unsupervised dives.
That can affect Red Sea wreck routes, Galapagos style current routes, deep walls and any trip built around four dives per day. A liveaboard may be suitable for the parent but not suitable for the child.
Questions to ask before booking a minor on a liveaboard
- What is the minimum age for this exact boat and route?
- Can a person under 18 travel without a parent or legal guardian on board?
- If another adult travels with the minor, is that adult accepted by the operator?
- Can the minor share a cabin, and with whom?
- What diving certification, depth limit and logged dive minimum apply to the minor?
- Can the minor do night dives, wreck dives, swim-throughs, negative entries or strong current dives?
- Who supervises the minor during surface intervals?
- What consent forms, medical forms and insurance documents are required?
- Can the adult responsible for the minor still dive every dive?
Bottom line for parents and solo teen divers
A person under 18 can be a capable diver. That does not make them an independent liveaboard guest. In the checked policies, under 18 solo travel was not allowed as a normal overnight liveaboard arrangement. The minor needed a parent, guardian or approved adult responsible person on board.
Before booking, ask the operator directly. Send the minor's age, certification level, logged dives, medical status, the adult travelling with them and the route name. Keep the written answer with your booking documents.
